Operating Model
ICSJ advances its mission through a disciplined five-stage operating cycle:
• Identify. Detect statutory gaps, implementation failures, emerging threats, and recurring patterns of harm through case review, stakeholder input, open-source research, and administrative data.
• Analyze. Evaluate the constitutional, criminological, operational, fiscal, and human consequences of existing policy and proposed intervention.
• Design. Develop model legislation, regulatory recommendations, oversight questions, enforcement standards, risk controls, and measurable implementation requirements.
• Engage. Brief congressional offices, committees, agencies, law enforcement, military stakeholders, practitioners, and aligned civil-society organizations.
• Monitor. Track adoption, agency compliance, operational results, unintended effects, and corrective-action needs after policy implementation.
